This is the unique original Pen & Ink Wash by Barrie Linklater.

Charlemagne inspecting cloaks; "Have you no English cloaks left?" he asked. The French king had embargoed British imports, to his own discomfort.

The story being he was continually soaking wet in the wet winters of Northern France having taxed the fine English wool so much that traders had no stock of long English cloaks.
